On October 9, 2026, Japan's Cabinet decided on a bill and submitted it to the Diet. The Cabinet Secretariat and the Ministry of Finance published a one-page overview of it, in Japanese.
One line on that page reads, in translation: from April 1, 2027 to March 31, 2029, the consumption tax rate on food and beverages is set at 0.78%. In brackets: 1% together with the local consumption tax.
We are going to read that page, line by line. This is not investment advice, and we take no view on whether any of this is good or bad. We are translating a government document.
The bill
The title is 租税及び社会保険料による負担の軽減のための飲食料品に係る消費税率の臨時的な引下げ及び就業者負担軽減支援金の支給に関する法律案. In our translation: the bill on the temporary reduction of the consumption tax rate on food and beverages, and on the payment of a burden-reduction support payment for workers, to reduce the burden of taxes and social insurance premiums. The page carries no English name; every English term here is our translation.
- Page dated: October 2026 (printed in the Japanese era calendar as Reiwa 8)
- Issued by: Cabinet Secretariat and Ministry of Finance
- Decided by the Cabinet: October 9, 2026, at the regular Cabinet meeting, according to the Prime Minister's Office
- Submitted to: the 222nd session of the Diet, according to the Cabinet Secretariat
A bill is a proposal. Nothing on these pages says it has been enacted. Everything below is what the bill would do, as the government's own summary describes it.
The rate
Section 1 (1) of the page prints two figures. The page calls the first simply the consumption tax rate (消費税率) and names the local consumption tax (地方消費税) separately.
- Consumption tax rate on food and beverages: 0.78%
- Together with the local consumption tax: 1%
- Period: April 1, 2027 to March 31, 2029 (printed as Reiwa 9 and Reiwa 11; the western years are our conversion)
By our arithmetic, 1 − 0.78 = 0.22 is left for the local part. The page does not print that figure. It also does not print the rate that applies today.
The same sentence ends with a second bracket: the loss of local consumption tax revenue is covered by special local grants (地方消費税減収額は地方特例交付金により補塡).
Beyond its title, the overview gives no reason for the cut. The bill outline, published alongside it, does. Its purpose clause says the rate is lowered "in view of the current rise in prices, temporarily, for 2 years only" (現下の物価の上昇に鑑み臨時的に二年間に限り引き下げる). The outline also says which goods are meant: the food and beverages to which the reduced rate applies.
Five measures for carrying it out
The page lists five measures, each a special rule or a transitional treatment, and gives no detail on any of them.
- Notifications by businesses moving to standard taxation
- The simplified tax system, for sales of food and beverages
- Interim tax returns
- The obligation to display tax-inclusive prices
- The rate for advance sales under periodic supply contracts, and for mail-order sales
The support payment for workers
Section 1 (2) is a payment, 就業者負担軽減支援金, which we translate as the burden-reduction support payment for workers. Under the bill, it is paid once a year to people who meet four conditions.
- Earned income: above an amount set by cabinet order
- Total income: at or below an amount set by cabinet order
- Taxes and social insurance premiums, less public pension and similar income: above an amount set by cabinet order
- Spouse's total income: at or below an amount set by cabinet order (not applied to the payments for fiscal 2027 and 2028)
No threshold is printed. The size of the payment is also left to cabinet order. The page says it depends on the previous year's income and on the number of resident dependants under 19; for fiscal 2027 and 2028, dependants under 16.
The cost is shared. The state bears 2/3 or more. Of the remainder, prefectures and municipalities bear half each. By our arithmetic, that is at most 1/6 each (1 − 2/3 = 1/3; half of 1/3 = 1/6); the page does not print that fraction.
The money
The page's sentence on funding reads: 財源は、特例公債に頼ることなく、歳出・歳入全般の見直しにより確保する. In translation: funding is secured without relying on special deficit-financing bonds, through a review of expenditure and revenue as a whole. ("Special deficit-financing bonds" is the Ministry of Finance's own English term for 特例公債.)
The page prints no yen amount. It gives no figure for the tax revenue given up, and no figure for the cost of the payment.
The bill outline comes closer, and still prints no number. It says the amount of the fiscal 2027 payment is set by cabinet order, taking into account, among other things, keeping the total of those payments from exceeding an expected revenue figure. The Japanese is 飲食料品に係る消費税の税率を2(1)の税率とすることによる当該飲食料品に係る消費税の収入見込額; literally, the expected revenue from the consumption tax on those food and beverages resulting from setting the rate at the rate in item 2 (1), with the expected local consumption tax revenue included. It names that revenue. It does not print it.
On the loss from the rate cut, the outline says funding is secured without relying on special deficit-financing bonds, through rationalising subsidies and special tax measures, securing additional revenue other than tax revenue, and other reviews of expenditure and revenue. The Japanese for the third item is 追加的な租税収入以外の収入の確保; the translation is ours.
Reviews, and the start date
Section 1 (3) lists matters the government is to review. Among them: financial income, a system that combines a tax credit with the payment, and a fundamental reform of income tax. A headquarters for the payment (租税・社会保険料負担に関する総合調整本部) is to be set up in the Cabinet Office.
Date of entry into force: April 1, 2027.
What the page does not say
- How much tax revenue the cut gives up. No yen amount is printed.
- The income thresholds for the payment, and its amount. Those are left to cabinet order.
- Which specific items of spending or revenue pay for it.
What it does say
Under a bill decided by Japan's Cabinet on October 9, 2026, the consumption tax rate on food and beverages would be 0.78%, 1% with the local tax, from April 1, 2027 to March 31, 2029. The state would bear 2/3 or more of the cost of a yearly support payment for workers.
